HVAC License

There aren’t a lot of building trades that require you to hold more than one card. That can’t be said for the HVAC trade. One of the biggest gripes out there is the sheer number of certifications a guys has to hold to stay above board in the HVAC industry…

Everyone has to have their EPA Section 608 card – that’s easy enough. If you’re in one of the unions, you either hold a journeyman card or you’re working towards earning it – nothing too complicated there. Maybe you hold NATE certification that you need to keep current, and maybe you’ve been ambitious enough to collect a bunch of other specialty certs – well, those are voluntary and nobody is going to fire you or fine your employer if one of those lapse.

Depending on how things are organized in your state, you may find an easy, streamlined process or a complicated and confusing morass of state and municipal licensing laws to keep straight.

Some states, like Delaware, offer straight HVAC/R Technician licensure that follows the traditional apprentice, journeyperson, master licensing model common in the building trades. Other states, like Alaska, require HVAC mechanics to hold separate electrical and plumbing licenses.

Alabama

  • HVAC Technician:
    • License not required
  • HVAC Contractor:
    • License issued through: Alabama Board of Heating, Air Conditioning & Refrigeration Contractors
    • License required: Heating and Air Conditioning and/or Commercial Refrigeration Contractor
    • To sit for the contractors’ examination, you must qualify in one of the following ways:
      • Hold an Apprentice Registration for two years, working under a licensed Heating and Air Conditioning or Commercial Refrigeration contractor;
      • OR
      • Complete 3000 Hours of Heating and Air Conditioning or Commercial Refrigeration education training
      • OR
      • Graduate from an approved Heating and Air Conditioning or Commercial Refrigeration curriculum
    • When you apply for a HVAC Contractor license in Alabama, you must submit a performance bond for $15,000


Alaska

  • HVAC Technician:
  • HVAC Contractor:
    • Licenses issued through: Alaska Department of Commerce, Community and Economic Development, Division of Labor Standards & Safety, Mechanical Inspection Section
    • Licenses offered: there are two parts to becoming a contractor in Alaska. First, all contractors must have a Mechanical Administrator license, or have a Mechanical Administrator working for them, to supervise work. The types of HVAC-related Mechanical Administrator licenses available are:
      • Heating, Cooling and Process Piping (HCPP)
        • Must meet ONE of the following qualifications:
          • Journeyman experience in heating, cooling and process piping work in four of the last six years prior to application
          • Management experience in heating, cooling and process piping in four of the last six years prior to application
          • Degree in mechanical engineering and one year of journeyman pipefitter or field engineer experience in heating, cooling and process piping for one of the three years prior to application
          • State registration as a professional mechanical engineer plus mechanical contracting management experience in one of the three years prior to application
      • Residential HVAC (RHVC)
        • Must have experience as a journeyman in residential HVAC work for two of the last four years prior to application
      • Residential Plumbing and Hydronic Heating (RPHH)
        • Must have experience as a journeyman residential plumber and hydronic heat worker for two of the last four years prior to application
      • Unlimited Commercial and Industrial Plumbing (UCIP)
        • Must meet ONE of the following qualifications:
          • Journeyman plumber experience in four of the last six years prior to application
          • Plumbing management experience in four of the last six years prior to application
          • Degree in mechanical engineering and one year of experience as journeyman plumber or field engineer in the last three years prior to application
          • State registration as a professional mechanical engineer plus mechanical contracting management experience in one of the three years prior to application
      • Unlimited HVAC/Sheet Metal (UHVCS)
        • Must meet ONE of the following qualifications:
          • Journeyman HVAC/sheet metal experience in four of the last six years
          • Management experience in HVAC/sheet metal in four of the last six years
          • Degree in mechanical engineering and journeyman or field engineering experience in HVAC and sheet metal in one of the last three years
          • State registration as a professional mechanical engineer plus mechanical contracting management experience in one of the three years prior to application
      • Unlimited Refrigeration (UR)
        • Must meet ONE of the following qualifications:
          • Journeyman refrigeration experience for two of the four years prior to application
          • Graduate of an accredited refrigeration training program/trade school
    • The second part to becoming an HVAC contractor in Alaska is to apply for a Mechanical Contractor registration. All Mechanical Contractor applicants must have or employ a licensed Mechanical Administrator before a license will be issued. They may perform mechanical contracting work only for the specialty to which they have an administrator assigned.
      • The Mechanical Contractor license is issued through the Alaska Department of Commerce, Community and Economic Development Contractor Licensing Section
      • Requirements for Mechanical Contractor registration are:
        • $10,000 surety bond
        • Certificate of liability insurance coverage ($20,000 property damage, $50,000 individual, $100,000 aggregate)
        • Certificate of workers compensation insurance
        • Business license
        • If corporation, register with the Division of Corporations
        • Mechanical Administrator license (or have employee with one)


Arizona

  • HVAC Technician:
    • License not required
  • HVAC Contractor:
    • Licenses issued through: Arizona Registrar of Contractors
    • Licenses:
      • Specialty Residential Contractor– category:
        • Air Conditioning and Refrigeration, including Solar
      • Specialty Dual License Contractor- categories:
        • Air Conditioning and Refrigeration
        • Air Conditioning and Refrigeration, including Solar
      • Specialty Commercial Contractor- categories:
        • Air Conditioning and Refrigeration
        • Air Conditioning and Refrigeration, including solar
    • Licensure requirements:
      • Four years of experience in HVAC specialty in which you are applying (education or apprenticeship can be substituted for up to two years of experience)
      • Reserve and register your company name with the Arizona Corporation Commission (for corporations or LLCs) or Arizona Secretary of State (for partnerships)
      • Pass the state’s trade examination for your licensure category
      • Pass a business management examination
      • Obtain a surety or cash bond
      • Obtain worker’s compensation insurance


Arkansas

  • HVAC Technician:
    • License not required
  • HVAC Contractor:
    • License issued through: Arkansas Department of Health, Heating, Ventilation, Air Conditioning & Refrigeration Licensing Board
    • License required: HVAC/R Contractor, in one of the following classes:
      • Class A- covers unlimited size/capacity HVAC/R work
      • Class B– covers work on 15-ton capacity per unit cooling system, 15 HP refrigeration, and heating systems up to 1 million BTU/hour
      • Class C – service and repair HVAC/R equipment
      • Class D – perform sheet metal work only
      • Class E – perform refrigeration work only
    • Requirements for licensure:
      • Submit application to the state’s HVAC/R licensing board for pre-approva
      • Pass the Class A or Class B exam
      • Pass the state’s Business Law exam if you are doing projects over $20,000
      • Two years of experience in HVAC


California

  • License required: Class C 20 Specialty Contractor License– Warm Air Heating, Ventilating and Air Conditioning
    • Licensure requirements:
      • Four years of work experience at the journeyman level or higher (apprentice or trainee work does not count towards this requirement)
      • Education can count towards three of the four year work experience requirement
      • Pass the licensing exam
      • Pass the California Law and Business exam
      • Pass an open book asbestos exam
      • Provide $15,000 contractor bond
      • Provide Certificate of Workers’ Compensation


Colorado

  • HVAC Technician:
    • License not required; however electrician and plumbing licenses are required
    • Licenses issued through: Colorado State Electrical Board and Colorado State Plumbing Board
    • Licenses offered:
      • Residential Wireman
        • Must have 4000 hours/two years of electrical construction wiring experience
        • Must have an active apprentice license
        • Must pass examination
      • Journeyman Electrician
        • Must have 8000 hours/four years of electrical construction wiring experience, with 4000 of those hours in commercial/industrial work
        • Must have a minimum of an active apprentice license
        • Must pass examination
      • Master Electrician
        • Must have 2000 hours/one year of supervision of electrical installation experience, in addition to the experience required for the journeyman’s license
        • Must have a minimum of an active apprentice license
        • Must pass examination
      • Residential Plumber
        • Must have two years/3400 hours of plumbing experience
        • Must pass examination
      • Journeyman Plumber
        • Must have four years/6800 hours of plumbing experience
        • Must pass examination
      • Master Plumber
        • Must have five years/8500 hours of plumbing experience
        • Must pass examination
    • Local jurisdictions such as Denver also require local licenses, including:

          • First you must obtain a Denver Supervisor Certificate- Mechanical in one of the following categories:

    • License issued through: Delaware Division of Professional Regulation, Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners
    • License required: HVACR, with the following levels:
      • Apprentice: must register with the State of Delaware Department of Labor and enroll in a federally-approved program
      • Journeyman: must have:
        • Earned a Journeyman’s Certificate of Completion from a federally-approved apprenticeship program (completed four years/8000 hours on-the-job training, plus 144 hours of classroom education for every year of training, and worked for at least two years after receiving the certificate under the supervision of a licensed Master HVACR;
        • OR
        • Have seven years of experience working under a licensed Master HVACR and pass the Apprenticeship By-Pass Exam
      • Master: must be certified as a journeyman and pass the Master HVACR exam
  • HVAC Contractor:
    • License issued through: Delaware Division of Revenue
    • Licenses offered: Resident Contractor or Non-Resident Contractor
    • Licensure requirements:
      • Contractor’s surety bond (amount depends on whether you file as Resident or Non-Resident)
      • Liability insurance
    • If you plan to work in New Castle County you must also obtain a Permit Endorsed License from the county and provide a certificate of liability insurance and statutory compliance bond


District of Columbia

  • HVAC Technician:
    • License issued through: District of Columbia Board of Industrial Trades

      • Refrigeration & Air Conditioning Mechanic
        • Apprentice– must provide verification that you will work for a licensed Master
        • Journeyman- must have worked for four years/8000 hours as an apprentice
        • Master– must have worked for 4 years as apprentice and 4 years as a journeyman

        • Must have worked for 4 years as apprentice and 4 years as a journeyman

          • Obtaining $10,000 cash or surety bond deposited in county in which you plan to work
      • Conditioned Air Contractor Class II License (Unrestricted in BTU limits)
        • Requirements:
          • Five years of HVAC experience, including two years as a lead mechanic, one year as a service technician with EPA Type II certification or higher, and two years of commercial supervisory experience
          • Completion of a Board-approved heat loss and gain and duct design course

      • City of Elgin – all Warm Air Heating Contractors must register with the city by passing an examination through the Department of Community Development
      • City of DeKalb– all Mechanical Contractors must register with the city through passing an examination

Indiana

  • HVAC Technician
    • License not required at the state level
    • Local licensing:
      • City of Evansville: issues the following licenses:
        • Apprentice Heating, Ventilating and Air Conditioning Installer– must be registered in an approved Apprentice Training Program
        • Journeyman Heating, Ventilating and Air Conditioning Installer– must have four years of experience and pass an exam
        • Master Heating, Ventilating and Air Conditioning Installer -must have four years of experience and pass an exam, and provide a surety bond for $15,000 to the Building Commission, and have workers compensation insurance
        • Apprentice Refrigeration Installer – Must be registered in an approved Apprentice Training Program
        • Journeyman Refrigeration Installer – must have four years of experience and pass an exam

        • Master- Must have a journeyperson license and two years of experience and pass the master-level exam
      • Service Technician HVAC Specialty – must complete North American Technical Excellence (NATE) training and receive a certificate

      • Journey-level Electrician:
        • 06A– must have 4000 hours working as a trainee, along with 48 hours of classroom education
        • 06B– must have 2000 hours working as a trainee, along with 24 hours of classroom instruction
      • Master Electrician: must be licensed as a journey or specialty level electrician and pass an examination
    • Seattle: Must also have one of the following specialty licenses, issued through the Seattle Department of Construction & Inspections:
      • Journey refrigeration mechanic license – Must indicate on the application if you wish to be licensed in Freon only, ammonia only, or all refrigerants

    • Local licensure- licensure may be required at the city level, in cities including (but not limited to):
      • Jackson-
        • HVAC Certificate of Qualification – must pass International Code Council exam
          • Apprentice- no experience required
          • Journeyman- must be an Apprentice for four years
          • Master- must have four years Apprentice experience and 4 years Journeyman experience
        • Other local jurisdictions in Wyoming have their own licensing requirements; check with the one in which you plan to work to see what you must do in order to work as a HVAC technician there
  • HVAC Contractor:
    • State licensure not required
    • Local licensure- licensure is required at the city level, in cities including (but not limited to):
      • Jackson
        • HVAC Contractor License– must hold HVAC Certificate of Qualification and, along with application and fees, must include:
          • Unemployment insurance proof
          • Surety Bond proof
          • Liability insurance proof
          • Workman’s compensation proof
          • Proof of good standing with State (if a corporation or LLC)
      • Cody
        • Class B HVAC Contractor License- must pass the ICC’s Master HVAC exam, have four years of experience, and submit, along with application and fees:
          • Liability insurance certificate
          • Four letters of recommendation
